Melbourne
Melbourne is the capital city of the Australian state of Victoria. It is the second most populous city in Australia with over four million people living in the greater geographical area. The metropolis is located on the large natural bay, Port Phillip, with the city centre positioned at the estuary of the Yarra River. The city centre is situated in the municipality, the City of Melbourne and the metropolitan area consists of a further 30 municipalities.
Melbourne is the most ethnically diverse of Australia’s cities with almost one quarter of the population born overseas, a significant contributor to the cultural richness of this city which is renown for its love of food, arts and sport. The city is also reknown for education, with a concentration of Universities located in the city centre.

Utility Debt Spiral Project
Melbourne's Utility Debt Spiral Project was the original innovating project that the UN Global Compact Cities Programme and 'the Melbourne Model' of cross sectoral collaboration was developed from. This project focused on financial hardship and gained tremendous state and federal government support in changing legislation which introduced payment options for people who were struggling to meet their utility bills.
