The rural City of Ortgueira is situated in the central eastern region of the Brazilian state of Paraña, 253  km from the capital.  The city was founded in 1951 at an altitude of 760 metres above sea level and in 2010 had a population 23,234.

Situated in a subtropical region, Ortgueira has a predominantly rural population that produces large quantities of corn, soy and beans. Ortgueira’s beef and cattle industry, however, accounts for the majority of the region’s agricultural activity.

Ortgueira’s local government is currently pursuing various social and environmental strategies that prioritise rural development and the provision of accessible health and education programs and services. The Ortgueira Municipality has outlined an environmental strategy that focuses on the sustainable disposal of solid waste through composting and recycling, the protection of freshwater sources and the generation of economic development and employment opportunities through forest conservation and reforestation. It is also dedicated to combating corruption through the closer monitoring of government spending and accountability.
